About the D-LAP
Proprosed by the Commission on 8 December 2010, the Action Plan of the EU Strategy for the Danube Region provides Priority Area 10 "Institutional Capacity and Cooperation" PA10 with the task to strengthen civil society structures in the Danube Region. The Action Plan stresses that there is a potential for an increased cooperation and communication between authorities and civil society and for the development of the capacity of civil society to influences region to influence region-wide decision making processes, policy-making and implementation. The D-LAP implements three actions of the Action Plan:
To improve the trust of citizens and stakeholders in political authorities
To establish a Danube Civil Society Forum
To ensure sufficient information flow and exchange at all levels
PA10 "Institutional Capacity and Cooperation" of the EUSDR works in close cooperation with the umbrella organisation Danube Civil Society Forum (DCSF) in order to realise the goals mentioned above. The involvement of civil society and local actors is crucial when it comes to fostering economic, territorial and social cohesion in the Danube Region.
PA10 has set up the Danube Local Actors Platform with the aim of involving three types of participants:
The Danube Local Actors Platform is accompanied by an Advisory Committee. It serves as the main gateway for civil society in the implementation of the EUSDR and also as a think tank to provide expertise in this process of macro-regional policy development. It is a follow-up of the former PA10 Working Group 2 dealing with civil society involvement in the EUSDR and has enlarged it to a platform open for everybody.
Together with the DCSF, PA10 implements Participation Days, which are held back-to-back with the Annual Fora of the EUSDR. The 1st Participation Day was held on 25 June 2014 in Eisenstadt (Austria), at the eve of the 3rd Annual Forum in Vienna, Austria. The 2nd Participation Day was held back-to-back with the 4th Annual Forum on 29-30 October 2015 in Ulm, Germany. The 3rd Participation Day took place on 2-3 November 2016 back-to-back with the 5th Annual Forum in Bratislava, Slovakia. PA10 also calls for National Hearings for the civil society to be organised in each of the 14 Danube countries on an annual basis.
With the aim of increasing participation and transparency in the Danube Region, PA10 has also identified synergies on the supranational and regional level and cooperates closely with the European Economic and Social Committee (EESC) and with the Central European Inititiative (CEI).
